Do I have to be arrested in the past to apply to Community Outreach?

I was told that most employees on that Unit have a criminal record and I was wondering if that's a requirement.

I only have 2 Felonies and a few traffic citations. Can I apply? Do I have to apply at HR or just tell to captain Ira Goldberg? I was with his son at the Academy. Thank you.
