Since 1929, the year the International Association of Chiefs of Police introduced the Uniform Crime Reporting (UCR) to America's police agencies, police chiefs have been wrestling with the "art" of underreporting crimes, so as to make their annual UCR report to the FBI look acceptable or even superlative. Sadly the more police agencies leaders prevaricate about their crime statistics, the better they look. Until they get caught!
