For those who don't understand what DB just did let me break it down for you.
First he isolated himself from any issues. If anything goes wrong he will blame the Capt or the Lts. This is a tactic he learned from the Spinanator.
Secondly he limits any threat to his command or his job. It is well known that the Capt is not well like or respected. With that said, you will see that he will be on the blame line for every ridiculous decision DB makes Again lesson taught to him by the Spinanator.
Thirdly, DB will make all decisions but now has three scape goats. The constant micromanagement will not only continue, it will amplify.
Fourth, the Lts will be his buddy (Ole redneck which is the obvious choice) and then someone who will just agree with him on everything. However, these Lts should know they will have absolutely no authority of ability to make any decisions. ALL decisions will have to be taken to the king DB. There will be almost not conversations between the Lts and DB. This protects him from his own decisions. The Lts will have to call the Capt who will ask the chief. The answer will be passed back down to the Lts. When it turns out to be wrong, DB will blame the Capt since he has no witnesses.
Lastly, DB is terrified right now. He is scared to make a decision without calling Spina. He met with Spina 4 times to discuss the reorganization. He stated that all his experience and command training told him he needed to make some type of change within the department to show his subordinates that he is in charge.
Now lets see his sham process on how he picks the Lts. He will make the acting Capt jump through all kinds of hoops to get the job that is obviously his already.
One a side note. Heard there are a couple politicians that are now questioning Spina's recommendation. They were never told that DB had the least experience and least education of EVERY applicant. They are trying to figure out what to do and how to fix it. I don't believe DB will be in the chair in a year.
